About SVAMITVA Scheme

Ministry of Panchayati Raj, The Government of India, Hon’ble Prime Minister of India Sri Narendra Damodar Das Modi has launched SVAMITVA Scheme on 24 April 2020 as 24 April is known as the National Panchayat Day in India. SVAMITVA stands for Survey of Villages Abadi and Mapping with Improvised Technology In Village Areas. The scheme is launched for integrated survey of properties in rural India with the help of drone (unmanned aircraft) technology. The marking of the boundaries of rural abadi areas will be done with the help of Drone Surveying Technology to provide the ‘record of rights’ to owners owning the houses in inhabited rural areas in villages. The survey under this scheme will be done in a span of four years. The total estimated budget is approximately Rs. 200 Crore (from the initial estimated Rs. 79.65 Crore in 2020).

  • Identification, marking and delineation of properties, including government assets, Gram Sabha land parcels, individual properties, roads and open plots are carried out.
  • Public notification is issued for the survey area, along with obtaining permission for drone flights.

Survey Activities

  • The CORS network is established and ground control points will be set up.
  • Drone images will be acquired, processed and used for generating digital maps.

Post Survey Activities

  • An inquiry/objection process is initiated to verify land parcel ownership, resolve disputes and issue property cards to village household owners.
  • Regular record updates and storage maintenance are ensured alongside training and capacity-building for government officials involved under the scheme.
